IRIS Sustainable Development at the 62nd Session of the UN Human Rights Council

At the 62nd Session of the United Nations Human Rights Council, IRIS Sustainable Development highlights these critical issues in its written statement, calling for stronger international safeguards to ensure that military AI is developed and deployed responsibly.

Human oversight must be more than a procedural requirement. In high-pressure operational environments, opaque algorithms, compressed decision-making timelines, and automation bias can significantly limit a human operator's ability to critically assess or override AI-generated recommendations. Meaningful human control requires adequate time, technical understanding, operational context, and sound legal judgment to ensure that decisions involving the use of force remain lawful, accountable, and consistent with international humanitarian law and international human rights law.

AI-enabled surveillance, biometric recognition, predictive analytics, and information operations increasingly influence how civilians experience conflict and exercise their fundamental rights and freedoms. Recognizing the rapid evolution of military AI technologies, IRIS Sustainable Development emphasizes that governance frameworks must evolve at the same pace. Specifically, IRIS Sustainable Development calls on Member States to:

• Ensure military AI complies with international humanitarian law and international human rights law throughout its lifecycle.

• Prevent AI systems from compressing decision-making timelines to the point where meaningful human judgment is undermined.

• Preserve meaningful human control over AI-assisted targeting systems.

• Develop robust legal and technical review mechanisms for military AI systems.

• Ensure that civilian datasets—including telecommunications metadata, biometric registries, and commercial geolocation data—are subject to rigorous legal oversight before being integrated into military AI systems.
